Born in Minden, Texas, on October 14, 1937, he was the son of Willie Judson Welch and Verdie Marie (Jones) Welch. Billy worked for DuPont as a mechanic for 42 years and enjoyed all aspects of his job. In his retirement, some of the highlights of his day were when he would receive messages and pictures on his IPhone. He was a tinkerer, problem solver, and garage saler. He enjoyed listening to the Trading Post on KOGT and loved finding a good bargain. Billy was a member of First Baptist Church in Orange, where he taught second grade Sunday school for many years. He was enthralled with classic cars. He loved hunting, watching old western movies and the Weather Channel. He would keep up with the weather in the all areas where his family lived and enjoyed calling them to let them know about it. Billy never met a stranger; he enjoyed visiting with people and would wave at everybody. He loved his family very much.

He was preceded in death by his parents; and his sister, Frances Nell Lock.

He is survived by his wife, Barbara “Bobbie” R. Welch; his children, Jane Marie Dyer and her husband, Ernie, Mark Alan Welch and his wife, Angie, and Christy Lynn Doshi and her husband, Kishore; his grandchildren, Dustin Dyer and his wife, Lisa, Ashton Nottebart and her husband Wes, Katie Foster Welch, Cassidy Jones, and Chase Jones; his great-grandchildren, Witten Ray Dyer and Greyson Scott Nottebart; and his siblings, Jane Williams, Jimmy R. Welch and his wife, Sheila, Larry J. Welch and his wife, Sharron, and Gloria Garber and her husband, Howard.
